Justin Bieber: battery or spittery?

The intricacies of that language will, probably, remain sealed forever for me. This is the only conclusion I made from this article:

Justin Bieber will be prosecuted for allegedly spitting on a neighbor...

But the next sentence is:

Sheriff's investigators will refer the case to the LA County District Attorney for review and recommend that criminal battery charges be filed against the Bieber...

Go figure...

What else that article teaches? Not much, aside of confirming that spoiled little punks should be kept on a shorter leash, their fame and income level notwithstanding.
